Sukoon (السكون) means "stillness" or "rest". A letter with sukoon carries NO vowel sound — you pronounce the letter and immediately stop, without any vowel after it. Sukoon is written as a small circle ( ْ ) above the letter.
How to Pronounce Sukoon
A sakin letter (letter with sukoon) is pronounced quickly and firmly without any following vowel. It always has a vowelled letter before it. Example: مَسْجِدٌ — the س has sukoon, so you say "mas-" then stop briefly before "-jid".

Important: Sukoon vs Jazm
In some books sukoon is called "jazm". They mean the same thing. The symbol is the same small circle ( ْ ) above the letter. A letter with sukoon can never start a word — it always follows a vowelled letter.
